Summary/Abstract
This essay seeks outlines some of the key components of an international risk governance framework necessary for the widespread diffusion of CCS. To cover the most common governance issues, the essay concentrates specifically on deep geologic storage in and by industrialized countries and makes preliminary recommendations on attributes that an effective regulatory regime for CCS should possess. However, the overarching framework developed here is intended to be broadly relevant to other regulations necessary for oversight of capture and alternative storage technologies and processes.
