Summary/Abstract

As the largest consumers of construction materials like concrete, governments can play a critical role in mobilizing and shaping the development of nascent CCUS and CDR technologies. This can be accomplished directly through procurement and indirectly through policy goals and associated regulatory strategies. This paper lays out several principles for designing a public procurement strategy that can accelerate carbon removal.
