Summary/Abstract

This article seeks to find the path from both the macro and micro perspectives to build a Chinese legal system around CCS technology. At a macro level, the article identifies how China shall not only formulate special laws for CCS, but also specify the regulatory regime needed for CCS. At the micro level, the article identifies how China shall implement risk assessments, set the administrative licenses, and strengthen the site management protocols of CCS. In addition, China shall establish a clear liability regime, establish an emergency system and perfect the system of information disclosure and public participation. Through the implementation of the above paths, the article shows how China can build a comprehensive legal system around CCS technology.
