Summary/Abstract

This dissertation aims to set up a legal and regulatory framework for CCS in South Korea. The paper first analyzes existing legal systems and situations, and then provides a framework of the elements that should be more strongly emphasized and prioritized in future regulations. In analyzing current legislation, the paper seeks to examine as much of the domestic and international environmental norms as possible related to CCS, because CCS technology in nature can affect a considerable number of areas, such as atmospheric, soil, groundwater, marine systems. In addition, the paper addresses four legal issues that are fundamentally important to individual countries and should be addressed in any future systems: permitting, environmental impact assessments, liability, property rights issues.
