Summary/Abstract

This paper provides an overview of the federal pipeline regulatory structure and the challenges associated with expanding the network to accommodate large‐scale deployment of CCS technologies. It then examines the authority of the federal agencies responsible for pipeline regulation and recommends certain changes to the regulatory structure to facilitate the construction and operation of a safe nationwide CO2 pipeline network. Finally, the paper discusses options for addressing fugitive pipeline emissions under a cap‐and‐trade system.
