Summary/Abstract
This article aims to contribute to the emerging debate about geoengineering by suggesting governance principles and mechanisms, primarily focused on the more invasive techniques of ocean carbon dioxide removal technologies. Part I provides an overview of the history, rationale, and methods of geoengineering. Part II outlines some of the risks of geoengineering, primarily to orient readers to the subject. In Part III, the article suggests principles that should guide an international regulatory effort, and the authors sketch out the contours of an appropriate regulatory structure.
