Summary/Abstract
This study investigates the question of how the currently still unconventional carbon removal approach can be integrated into EU climate policy. The study posits that the answers depends not only on the technological and economic potentials of each method, but also on the assessment of central actors as to who, under a shifting paradigm, would have more responsibility for achieving the European climate mitigation goals, and who would have less.
